Receive and file finance department report F-46-16 providing the quarterly status report as at September 30, 2016.

Receive and file finance department report F-41-16 regarding the Investment Strategy for the City of Burlington.

Approve By-law 67-2016 to authorize the temporary borrowings of monies from the Royal Bank of Canada to meet the ordinary expenditures of the Corporation for the 2017 fiscal year; and Authorize the Mayor and Clerk to execute the Security Agreement, subject to the satisfaction of the City Solicitor.

Approve By-law 68-2016 which provides for the levy of the 2017 Interim taxes.

Approve the Aldershot Tennis Club’s application for Joint Venture Financing to an upset limit of $150,000 related to the expansion of the existing clubhouse as contained in Appendix A in Report PR-11-16 in accordance with the City of Burlington’s Joint Venture Policy; and Direct the City Clerk to prepare the necessary debenture by-law and obtain necessary approvals for a 10-year non-tax supported debenture to be fully repaid to the City of Burlington by the Aldershot Tennis Club; and Authorize the Mayor and City Clerk to sign any required agreements prepared to the satisfaction of the City Solicitor, Director of Parks and Recreation and Director of Finance for the financing of the renovation and expansion of the clubhouse in Aldershot Park.

Approve the Burlington B.G.’s Gymnastics Inc.’s application for Joint Venture Financing to an upset limit of $200,000 related to a building expansion as contained in Appendix A in Report PR-12-16 in accordance with the City of Burlington’s Joint Venture Policy; and Direct the City Clerk to prepare the necessary debenture by-law and obtain necessary approvals for a 10 year non-tax supported debenture to be fully repaid to the City of Burlington by the Burlington B.G.’s Gymnastics Inc.; and Authorize the Mayor and City Clerk to sign any required agreements prepared to the satisfaction of the City Solicitor, Director of Parks and Recreation and Director of Finance for the repayment of the loan.

Receive and file city manager’s report CM-15-16 providing an update on the Community Engagement Charter and Charter Action Plan.

Approve Option 4 for the revitalization of Skyway Arena that was developed by staff as outlined in report PR-13-16 dated December 12, 2016, subject to capital budget approvals; and Direct staff to use $500,000 from the existing capital order AA0013 Arena Revitalization for the replacement of bleachers and upgrades to the multi- purpose space at Central Recreation Centre; and Defer any major revitalization for Central Recreation Centre to outside the ten year capital budget forecast.

Receive and file finance department report F-48-16 providing the status of the Reserve for Contingencies as of October 31, 2016.

Instruct the City Solicitor or her designate to proceed in accordance with the instructions sought in matters 4, 7 and 10 and that the balance of legal department report L-30-16 be received and filed.

Receive and file the following two items, having been given due consideration by the Community and Corporate Services Committee.
